Thanks for posting and including the demo. I highly encourage posting demos so we can see exactly what is going on.
I think you were right to say he really doesn't understand that what he was doing could lead to spawn camping.
In the demo he got one kill with the G3 and one with a clay. So that tells you something right there.
I don't believe his intent was to get cheap kills and because of the relatively small numbers in server and his limited skills he didn't spawn camp.
Usually, when I see players doing what he is doing, I verbally warn them that they are aiming at a spawn. If they actually get repeated spawn kills by camping it, I will issue a formal bot warning. Had I been in game spectating as your demo showed I would have verbally warned him but would not have issued a bot warning because he didn't actually spawn camp (with kills).
Please continue to post demos, especially when you have a demo that shows spawn camping that appears intentional and that results in repeated kills on a spawn.
