So if you enter a known spawn point like behind the trash can on crash to kill when player spawns, that is NOT ok,,,,, but on the other hand if someone is camping in the spawn that IS ok, that's on them for staying there right.

Another one is going to the top of hill on Strike to kill spawns, now i know I camp at that spot when I spawn, that on me, but once again, someone just strolling up and killing some one that spawn is NOT cool

Both instances you have stated fall under the same category in my opinion. Both reference spawn killing,

As we all know this game like the back of our hands we all know where spawn points are and alike we know which spawns people like to camp in. Now if a player is moving around the map and so happens to kill someone in a spawn point it falls under the category of spawn killing which is allowed in our server. But if they set themselves in a spot where they are staring at the spawn waiting for players to spawn so they can kill them that would fall under the category of spawn camping which is against the rules just like if they were to camp somewhere staring at the entrance to the spawn waiting for players to leave would be trapping the only exit of a spawn  which is also not allowed.

The 2 spawn points you have referenced only have single entrance ways to them and i understand your point of a player going to kill someone in those spawns may seem a bit unsportsman like but as long as they are not doing a circuit between spawns and they continue to move around the rest of the map after getting said kill they are not breaking any rule.

There are people on Crossfire for example who sit there after spawning and wait for new spawners.  This is so annoying because as soon as you spawn they got you.  This happens a lot on both the bottom and top locations.  I know because when I spawn there, I see them literally camped in a corner waiting for the next person to spawn.

If you catch a person purposely watching the spawns, then that's when the warning process begins. If I hear someone saying that someone is spawn camping, I'll always drop into spec for a bit to watch the person and see what they're doing. There are times when the person is genuinely moving around and happened to be there when someone spawned. (Jane is a good case in point, she's always on the move.)
However, there are also times when a person is genuinely watching the spawn. That's when the warning process begins.
